சிறப்புப் பொருளதார மண்டலங்கள் (Special Economic Zones)

  • அனுமதி வழங்குவதில் பெருகியிருந்த கட்டுப்பாடுகள், உள்கட்டமைப்பு வசதியின்மை, குறைவான நிதி போன்ற குறைபாடுகளைச் சமாளிக்கவும், நேரடி முதலீட்டை ஈர்க்கவும் 2000 ஆம் ஆண்டு ஏப்ரல் மாதம் சிறப்பு பொருளாதார மண்டலக் கொள்கை உருவாக்கபட்டது.
  • பொருளாதாரச் சீர்திருத்தங்களின் ஒரு பகுதியாக வணிக மற்றும் தொழில் காரணங்களுக்காக அரசாங்க நிலங்களை கையப்படுத்தும் நடவடிக்கை தொடங்கப்பட்டது.
  • 2005 ம் ஆண்டின் சிறப்புப் பொருளாதார மண்டலக் சட்டத்தின்படி 400 சிறப்புப் பொருளாதார மண்டலங்கள் அறிவிக்கப்பட்டன.
  • உலகமயமாதலோடு கூடிய ஏற்றுமதி முன்னேற்றம் மற்றும் ஏற்றுமதி வளர்ச்சியை அடைவதற்காக, பல நாடுகளில் SEZ அறிமுகப்படுத்தப்பட்டுள்ளது.
  • ஏற்றுமதி செயலாக்க மண்டல மாதிரிகளின் (Export Processing Zone – EPZ) பயன்பாட்டை உணர்ந்த நாடுகளில் முதன்மையானது இந்தியாவாகும்.
  • 1965 ஆம் ஆண்டில் காண்ட்லாவில் முதல் ஏற்றுமதி செயலாக்க மண்டலம் அமைக்கப்பட்டது.
  • சிறப்புப் பொருளாதார மண்டலங்கள் பல மண்டலங்களை உள்ளடக்கியுள்ளன.
  • எடுத்துக்காட்டாக, சுதந்திர வர்த்தக மண்டலங்கள், ஏற்றுமதி செயலாக்க மண்டலங்கள், தொழில் பூங்காங்கள், பொருளாதார மற்றும் தொழில் நுட்ப முன்னேற்ற மண்டலங்கள், உயிர் தொழில் நுட்ப மண்டலங்கள், அறிவியல் மற்றும் புதுமைப் பூங்காக்கள், இலவசத் துறைமுகங்கள், நிறுவன மண்டலங்கள் போல இன்னும் பல.
SEZ-ன் முக்கிய நோக்கங்கள்
  • வெளிநாட்டு முதலீட்டை அதிகரிக்க, முக்கியமாக வெளிநாட்டு நேரடி முதலீட்டை ஈர்த்து, நம் நாட்டில் மொத்த உள்நாட்டு உற்பத்தி (GDP) யை அதிகரித்தல்.
  • பன்னாட்டு வியாபாரத்தில் / உலக ஏற்றுமதியில் நமது பங்கினை அதிகரித்தல்.
  • கூடுதல் பொருளாதார நடவடிக்கைகளை உருவாக்குதல்.
  • வேலைவாய்ப்புகளை உருவாக்குதல்.
  • கட்டமைப்பு வசதிகளை உருவாக்குதல்.
  • உலக அங்காடித் தொழில் நுட்பங்களைப் பகிர்ந்து கொள்ளுதல்.
SEZ ன் முக்கிய இயல்புகள்
  • பாதுகாப்புடன் கூடிய நிலப்பகுதிகள்.
  • தனி அமைப்பால் நிர்வகிக்கப்படுவது.
  • நெறிமுறைப்படுத்தப்பட்ட நடைமுறைகள்.
  • தனிப்பட்ட விருப்பப் பகுதியைக் கொண்டது.
  • தாரளமய பொருளாதார சட்டத்தால் நிர்வகிக்கப்படுகிறது.
  • இதில் அமையப்பெற்ற நிறுவனங்களுக்கு அதிக அளவு சுதந்திரம் கொடுக்கப்பட்டுள்ளது.

Special Economic Zones

  • With a view to overcoming the shortcomings experienced on account of the multiplicity of controls and clearances, absence of world-class infrastructure, and an unstable fiscal regime and with a view to attract larger foreign investments in India, the Special Economic Zones (SEZs) Policy was announced in April 2000.
  • As part of the economic reforms, the system of taking overland by the government for commercial and industrial purposes was introduced in the country.
  • As per the Special Economic Zones Act of 2005, the government has so far notified about 400 such zones in the country.
  • In order to promote export and industrial growth in line with globalisation, the SEZ was introduced in many countries.
  • India was one of the first in Asia to recognize the effectiveness of the Export Processing Zone (EPZ) model in promoting exports, with Asia’s first EPZ set up in Kandla in 1965.
  • The broad range of SEZ covers free trade zones, export processing zones, industrial parks, economic and technology development zones, high-tech zones, science and innovation parks, free ports, enterprise zones, and others.
Major Objectives of SEZs
  • To enhance foreign investment, especially to attract foreign direct investment (FDI) and thereby increasing GDP.
  • To increase shares in Global Export (International Business).
  • To generate additional economic activity.
  • To create employment opportunities.
  • To develop infrastructure facilities.
  • To exchange technology in the global market.
Main Characteristics of SEZ
  • Geographically demarked area with physical security
  • Administrated by a single body/ authority
  • Streamlined procedures
  • Having a separate custom area
  • Governed by more liberal economic laws.
  • Greater freedom to the firms located in SEZs.
